Biography
Professor James E. Duggan served as Director of Information Technology at Southern Illinois University School of Law Library from January 1998 until May 2006, when he was promoted to Associate Director of the Law Library. Prior positions at SIU include Computer Services Librarian from 1990-1997, and Reference Librarian from 1988-1990. He was promoted to Associate Professor in 1993, and Professor in 1998. Professor Duggan holds a B.A. from Virginia Tech (1983), a J.D. from the University of Mississippi School of Law (1986), and a M.L.I.S. from Louisiana State University School of Library and Information Science (1987). He is admitted to practice in Mississippi.
Professor Duggan is active in a number of organizations, including the American Association of Law Libraries, where he currently serves as a member of the AALL Executive Board. He served as chair of the Computing Services Special Interest Section in 2002-02, the Awards Committee in 2000-01, the Council of Chapter Presidents in 1998-99, the Social Responsibilities Special Interest Section in 1995-96, and the Placement Committee in 1995-96. He also has been a member of the Grants, Professional Development, and Scholarship committees. He was the 1997-98 President of the Mid-America Association of Law Libraries, and has been editor of columns for the AALL Newsletter and AALL Spectrum, “Chapter News” and “Current Comments.” He won the AALL Call for Papers Competition Award, New Member Division, in 1990. Professor Duggan has presented at numerous educational programs on the national, regional and local levels.
Professor Duggan currently serves Southern Illinois University as Chair of the Computing Advisory Committee, and member of the SIUC Faculty Senate (representing the School of Law), where he is chair of the Senate's Faculty Status & Welfare Committee. He is also a member of the Naming University Facilities Committee, the Undergraduate Student Technology Fee Committee, and is completing a four year term on the Judicial Review Board. Professor Duggan was elected in 2001 to a two year term as president of the Carbondale Public Library Board, where he has been a member since 1996. He also has been a member of the Board of Trustees of the Shawnee Library System, a regional library system (including school districts, public libraries, special libraries, and academic libraries) covering 32 counties in southern Illinois with a population base of 645,365, since 2002; he is serving as president of the board in 2003-04.
Professor Duggan teaches legal research in the Lawyering Skills program. In 1997 he developed “Advanced Electronic Legal Research,” an upper-division elective course that he currently co-teaches with Professor Frank Houdek.
