The Federal Role in Public Health Emergencies
While September 11, Hurricane Katrina, and the avian flu are
still fresh in our collective consciousness, new acts of
terrorism, natural disasters, and pandemics will emerge to
compromise our health and safety. Eric D. Hargan, Principal
Associate Deputy Secretary for the U.S. Department of Health and
Human Services, will discuss the broad historical and
contemporary role of the federal government in response to
public health emergencies, ranging from quarantine and
immunizations to the public health response in epidemics and
disasters. He will also outline the legal and administrative
framework in which the federal government operates.
