The Federal Role in Public Health Emergencies
While September 11, Hurricane Katrina, and the avian flu are still fresh in our collective consciousness, new acts of terrorism, natural disasters, and pandemics will emerge to compromise our health and safety. Eric D. Hargan, Principal Associate Deputy Secretary for the U.S. Department of Health and Human Services, will discuss the broad historical and contemporary role of the federal government in response to public health emergencies, ranging from quarantine and immunizations to the public health response in epidemics and disasters. He will also outline the legal and administrative framework in which the federal government operates.

Eric D. Hargan, J.D., is the Principal Associate Deputy Secretary for the U.S. Department of Health and Human Services, Office of the Secretary, in Washington, D.C., where he addresses public health, food and drug, and bioterrorism issues. He served the Department as Deputy General Counsel from 2003–2005. Before joining the Administration, Hargan was a partner at Winston & Strawn LLP in Chicago and also worked as an associate at Skadden, Arps, Slate, Meagher & Flom in Chicago and Jakarta, Indonesia. He received a J.D. from Columbia University School of Law, where he was senior editor of the Columbia Law Review, and a B.A. with honors from Harvard University. He holds a certificate in International Law from the Parker School of Foreign and Comparative Law at Columbia University. Hargan was born and raised in Mounds, Illinois.

The Health Law Program at the Southern Illinois University School of Law was developed in the early 1980s to advance education and research regarding critical issues in health law and public policy and medical ethics. After dedicating more than twenty years to teaching, research, and service activities addressing healthcare regulation, patient safety and medical liability, and bioethics, public health, mental health, and food and drug law, the SIU School of Law formally established the Center for Health Law and Policy in 2004.
