Qualifying for In-State Tuition Rates
Southern Illinois University at Carbondale is a state-supported institution. Although our non-resident tuition rate is much lower than that of most private schools, it is considerably higher than the resident tuition rate. However, our policy permits students to change their classification status from non-resident to Illinois resident.
To be classified as an in-state resident, you must meet the necessary requirements by the following deadlines:
- Summer 2010 - December 14, 2009
- Fall 2010 - February 23, 2010
- Spring 2011 - July 17, 2010
Residency application and copies of all supporting documentation need to be turned in to Pat Caporale sixty (60) days after the deadlines listed above.
If you want to be considered an Illinois resident for the purposes of paying in-state tuition, then you must fall into one of the following four groups:

a. Copy of signed lease or rental agreement (including leasing start date, address of property, names on lease, and signature)
b. Copy of your Illinois driver's license or state
identification card. A state ID can only be used if you do not have a driver’s license
c. Copy of your Illinois voter registration card or application receipt
d. Copy of your vehicle registration
(if you are the sole owner, your vehicle must be registered in Illinois)

Illinois Drivers License/Identification Card
According to the Illinois Secretary of State/Department of Motor Vehicle website, an applicant applying for a Drivers License or Identification Card for the first time in the state of Illinois, must present one document from each of Group A, B, C, and D. Photocopies will not be accepted. Please note, after review of all identification presented, management has the right to accept or refuse any document.

Examples of residency may be, but are not limited to the following:

Current forms of identification with an Illinois street address which do not appear on the list of unacceptable identification may also be used to verify residency. Any document listed in Group A, B, or C and other forms of identification not listed as unacceptable may be used to verify personal data.
For a name change, the identification must be a document which provides a link to the established DL/ID file. |
Acceptable Major Brand Credit Cards are (American Express, Diners Club, Discover, Master Card & Visa)
* "Group B" documents must contain the applicant’s full name and date of birth and must be verifiable. To be verifiable, it must be possible to contact the regulatory authority to confirm the authenticity of the document.
**Original or certified by a Board of Health or Bureau of Vital statistics within the U.S. State Department, U.S. territories or Canada. Find out of state Board of Health or Bureau of Vital statistics information.
A certified copy is a document produced by the issuing jurisdiction which has an embossed seal or an original stamped impression.
Foreign birth certificates are accepted as "proof" if accompanied with any other item listed in Group B.
